First things you should understand in the muscles growth concept  that is about your genetics that it's not about your diet or in your workout plan but just you are a hard gainer because of your genetics ,so it's a really a tough road to walk in but it possible just be patient and the most important thing is consistency is the key for every success in life .
Now the first thing skinny guys should understand that if its hard to gain muscles than it's also hard to gain fat because burn a lot of calories than you take , so make sure you get a good amount of calories in your day and begin with add extra 300 calories throw your your day and if didn't work in three weeks so add 200 calories more than mean 500 extra calories in a day and if this didn't work either add an extra 200 calories and keep going until you found the good amount for you and wait the result to show in about three weeks and when i say result i mean by 1-3 kg gain in your body weight because it's a really long road to go but remember a 1000 miles begin with a step so step by step you will achieve your goals

Second i would to speak about diet to build muscles fast , you should separate your meals to a small one like 5 meals per day or 6 meals a day specially if your don't have a big appetite , so the solution for you is to eat in small meals throw a day ,and for your extra calories intake i recommend you to focus on  whole milk ,rice eggs, potato , beans , pea ,hummus ,lentils ,chicken breast  this foods will helps you to put some muscles and  gain extra weight  .

Workout for skinny to grow bigger 

Let's talk now about working out , you should focus on compound movement (squat-barbell bench press-dead lift -overhead press ) and avoid the famous bro_split plan that consist on chest day and back day and so on  it will not gonna work the best for you so try pull-push-legs twice a week and that leave you with one day off this plan is like this:
In pull day you will do all the exercises that consist on pulling the weight to you like back and biceps and rear delt and make sure that you workout is reasonable for example dead lift barbell row cable row t-bar row pull up chain up machine rear delt and barbell curl that for example 
In the push you will do the pushing movement like chest triceps and the front delt and middle and for example bench press ,flys cable cross ,dips , overhead press , cable extension and this just an example for for make things clear and you can create your own program that suit you the best .
And the legs in very clear on what you gonna do 
just a thing i should add that you can repeat the compounds movement in the two days of your routine i mean you do bench press in the two days of your pushing days and change the other exercises in other the compound is the basic of your routine and you can change the other exercises to hit different area or muscles each day .
